DescriptionBuilt in 1989, the Hughes Memorial Tower stands behind the Police Department on Georgia Avenue, in the District’s Brightwood neighborhood, between Peabody and Quackenbos Streets, NW. Used for police radio communications, it boasts a unique curved form and is the tallest structure in Washington, DC, surpassing even the Washington Monument. To paint the radio tower, Elaine Wilson settled into the nearby community garden, where she learned the stories of several gardeners who had spent their lives in the neighborhood. As a newcomer, Wilson saw this experience as a welcome introduction to the District.
